Safety Management System in a workplace

A workplace that employ more than 50 employees is required to have "Safety Management System". What is in it?
กฎกระทรวง กำหนดมาตรฐานเกี่ยวกับระบบการจัดการด้านความปลอดภัย พ.ศ. 2565 (2022

Among the other things, having an effective Safety Management systems is not that easy for an SME. Imagine a construction company who has only 60 employees. One day, a worker who was working in a basket of a boom lift fell off and landed on the ground. He died. The boom lift was crashed by a pay loader which was running around carrying rock and soil.

Here is a questions to ask,

  1. Have the risk associated with working on the MEWP-Boom lift has been properly assessed?  If the answer is yes, then,
  2. Have any supervisor of that man informed him about the potential hazards and what need to do. Is there any Fall Prevention Procedure in place?
  3. The question will be going on and on. That is how Safety Management System should be looking at.

Implication

This Ministerial Regulation is applied with any workplace where employing 50 or more people. It give a definition of “Safety Management System” refers to the management system which the workplace establish for implementing their Occupational Safety, Health and Workplace environmental policy. Safety Management System covers OSH Risk Management in a workplace. What does it mean? Having a way to identify potential hazards and assess how much the risk. Then prioritize the control/mitigation measure based on the risk level. The law does not specify any international Safety Management System such as BS 8800, ILO-OSHMS 2001, ISO 45000 but the workplace who already earned such international management system will meet the requirement.
