In Thai- those who is fatally unlucky to be a victim of some thing are called "Cha Ta Khad". This was a news on local TV in Thailand talking about a man who was dragged into a machine. It was a card board paper recycle factory. See how he had been killed by a "Poor Workplace Condition".
Thai Safety Laws define the need to have safety personnel, safety committee, based on how many workers they have. The factory laws set requirement for safety based on the number of horse power. Gaining a license to operate a workplace, safety standard is not a real problem. Workers die everyday. Some of them even recorded on the CCTV.
Nobody bother to ask, why the workplace have never been made safe from the beginning. Long time ago, someone argued with me that, the factory is not a five star hotel. He asked, would you like me to put a red carpet?? .. That was it. Safety standards in Thailand was never standardized. It is up to me and up to you. Sometime, penalty is not really a fixed rate. It is depend on who are you talking to and where you are talking about such a thing. In a nice, cool restaurant, start with cold beer, the rate may be a little discounted.
