Protecting labors was not the first priority of poor countries. Thailand is one of them. The first and still active labor protection law in Thailand is Labor Act B.E. 2541 (1998). Before that, all of the health and safety related laws are just notification of Labor Department under Ministry of Internal Affair. Meaning, Thailand never have Ministry of Labor before 1998.
Under the Revolutionary Party Order Title 103 B.E. 2515 (1972), there are some set of laws in relation to health and safety that was used to regulate safety standards in country. The authority who in charge of enforcing the safety laws at those time was mainly from Ministry of Internal Affair. The same place where you go to get your ID Cards.
